In short

Registering a therapeutic product in Singapore requires submitting a CTD-format dossier to the Health Sciences Authority (HSA) through a locally registered product registrant. The process involves product classification, dossier preparation, evaluation route selection, HSA submission via PRISM, query management, and post-market compliance. Timelines range from 60 working days (verification route) to 270 working days (full evaluation), depending on whether your product is already approved by reference agencies.

Step 1 Determine if your product needs registration

Not all health products require HSA therapeutic product registration. The first step is to determine your product's regulatory classification:

Product TypeRegulatory PathwayRegistration Required?
Prescription medicine (POM)Therapeutic product registrationYes - full HSA approval
Pharmacy-only medicine (P)Therapeutic product registrationYes - HSA approval
General sale list (GSL)Therapeutic product registrationYes - HSA approval
Over-the-counter (OTC)Therapeutic product registrationYes - with reference agency support
Health supplementVoluntary notification schemeNo. HSA notification is voluntary
Topical antisepticExempt (certain products)May be exempt - verify with HSA
Chinese proprietary medicine (CPM)CPM listingYes - separate CPM framework
Medical deviceSMDR registrationYes - separate device framework

If you are unsure about your product's classification, Innorini can provide a regulatory classification assessment based on your product's ingredients, claims, and intended use.

Step 2 Appoint a local product registrant

HSA requires that therapeutic product registrations be held by a Singapore-registered entity. Foreign manufacturers cannot hold the registration directly. You have two options:

  • Establish a Singapore subsidiary: Set up a local company to act as the registrant. This requires a local address, directors, and ongoing compliance obligations.
  • Partner with a local registrant: Work with a Singapore-registered company (like Innorini Pte Ltd) to act as the product registrant and regulatory partner. This is faster and more cost-effective for companies without a Singapore office.

The local registrant is responsible for the HSA submission, import licence, post-market compliance, and pharmacovigilance. Innorini can act as your local registrant for products we manufacture or distribute.

Step 3 Prepare the CTD dossier

HSA accepts dossiers in ASEAN CTD (ACTD) or ICH CTD format. The dossier must include:

ModuleContent
Module 1Administrative information, labelling, package insert, local registrant details
Module 2Quality overall summary, non-clinical and clinical overview
Module 3Quality documentation: drug substance, drug product, manufacturing, controls, stability
Module 4Non-clinical study reports (pharmacology, toxicology, pharmacokinetics)
Module 5Clinical study reports (bioequivalence, clinical efficacy and safety)

Key supporting documents include: manufacturer's GMP certificate, site master file, certificates of analysis, stability data (accelerated and long-term), proposed labelling and artwork, and a quality agreement between manufacturer and registrant.

For generic products, bioequivalence studies are typically required unless biowaiver criteria are met. Products already approved by HSA’s reference agencies (FDA, EMA, Health Canada, UK MHRA, Swissmedic, TGA) may qualify for the faster verification route.

Step 4 Select the evaluation route

HSA uses three evaluation routes for therapeutic products. The route sets the depth of review and HSA’s target timeline:

RouteEligibilityIndicative Timeline
Full EvaluationNew products not approved by any drug regulatory agency (new drugs only)270 working days
Abridged EvaluationApproved by at least one drug regulatory agencyNew drug: 180 working days; generic: 240
Verification EvaluationApproved by HSA reference agencies (FDA, EMA, Health Canada, UK MHRA, Swissmedic, TGA): two for a new drug, one for a genericNew drug: 60 working days; generic: 120

Targets run from acceptance for evaluation. Screening (up to 50 working days) and the time you take to answer HSA queries come on top. Source: HSA fees and turnaround times.

Step 5 Submit via PRISM

All HSA therapeutic product submissions are made through the PRISM (Pharmaceutical Regulatory Information System) e-portal. The submission process includes:

  1. Creating a PRISM account and company profile
  2. Setting up the product registration application
  3. Uploading the CTD dossier in electronic format
  4. Paying the applicable HSA fees
  5. Initial screening by HSA for completeness

Innorini manages the entire PRISM submission process for our partner products, including account setup, dossier upload, fee payment, and screening response.

Step 6 Respond to HSA queries

During evaluation, HSA typically issues queries requesting additional information, clarification, or data. Common query areas include:

  • Quality and manufacturing details (Module 3)
  • Stability data and shelf-life justification
  • Bioequivalence study design and results
  • Labelling and package insert compliance
  • Risk management and pharmacovigilance plans

Prompt, complete responses to queries are critical to avoiding delays. Innorini coordinates with your manufacturing and technical teams to prepare comprehensive query responses.

Step 7 Receive approval and product licence

Upon successful evaluation, HSA issues a Certificate of Registration (product licence) with a 5-year validity period. The product is listed in the Singapore Register of Therapeutic Products (SRTP). After approval, you will need to:

  • Finalise label artwork and package insert per HSA-approved text
  • Obtain or update the importer's licence for the product
  • Arrange the first commercial import shipment
  • Set up pharmacovigilance and adverse event reporting systems

Step 8 Post-market compliance

Registration is not the end of the process. Post-market obligations include:

RequirementDescriptionFrequency
Adverse event reportingReport adverse drug reactions to HSAOngoing, within specified timelines
VariationsPrior approval for changes to formulation, site, labelling, or specificationsAs changes occur
Retention feePay HSA’s annual retention fee to keep the product on the registerEvery year, on the registration anniversary
Periodic safety reportsPSUR/PBRER submissions as requiredPer HSA schedule
GMP complianceMaintain manufacturing site GMP complianceOngoing
Recall managementMaintain recall procedures and notify HSA if neededAs needed

How long does the full process take?

The total timeline depends on the evaluation route and the completeness of your dossier:

  • Dossier preparation: depends on how complete your existing documentation is
  • HSA screening: up to 50 working days from receipt
  • HSA evaluation targets (new drugs): 60 working days (verification), 180 (abridged), 270 (full)
  • HSA evaluation targets (generics): 120 working days (verification), 240 (abridged)
  • Your query responses: added on top; HSA asks for replies within 20 working days

We give you a project timeline after reviewing your dossier, because the biggest variable is usually documentation, not HSA.

How much does it cost?

Costs vary by product type, evaluation route, and whether you use external regulatory consultants. Key cost components include:

  • HSA submission and evaluation fees (per product, per route)
  • Dossier preparation and regulatory consulting fees
  • Bioequivalence studies (if required for generics)
  • Stability studies (if not already available)
  • Local registrant fees (if partnering)
  • Annual post-market compliance costs

Contact Innorini for a tailored cost estimate based on your product and target timeline.

What are the common pitfalls?

Incomplete dossier

Missing GMP certificates, stability data, or quality agreements cause screening rejection and delays. Conduct a pre-submission gap analysis.

Wrong classification

Misclassifying a therapeutic as a supplement (or vice versa) leads to rejection or enforcement action. Get a formal classification opinion.

No local registrant

Foreign companies cannot submit directly. Appoint a Singapore registrant before starting the dossier.

Slow query responses

Taking months to respond to HSA queries extends the timeline. Have technical teams ready before submission.

Frequently asked questions

Can a foreign company register a drug directly with HSA?
No. HSA requires the product registration to be held by a Singapore-registered entity. Foreign manufacturers must either establish a Singapore subsidiary or partner with a local registrant like Innorini.
Do health supplements need HSA registration?
No. Health supplements in Singapore operate under a voluntary notification scheme, not product licensing. However, they must comply with ingredient restrictions, labelling requirements, and prohibited claims. Therapeutic claims require full registration.
Can I sell an unregistered drug in Singapore?
Generally no. Unregistered therapeutic products can only be supplied through the Special Access Route (SAR) for named patients where no registered alternative exists. General retail sale of unregistered therapeutics is an offence under the Health Products Act.
How long does a product licence last?
Registration has no fixed expiry. It stays in force while the registrant pays HSA’s annual retention fee and meets the registration conditions; HSA cancels it if the fee is still unpaid 60 days after the due date.
Does HSA accept FDA or EMA approval to speed up registration?
Yes. A new drug approved by at least two of HSA’s reference agencies (FDA, EMA, Health Canada, UK MHRA, Swissmedic, TGA) can use the verification route, with a 60 working-day target. Approval by any drug regulator can qualify a product for the abridged route.
